Char red bell peppers over gas flame or in broiler until blackened on all sides. Enclose in paper bag. Let stand 10 minutes. Peel and seed peppers. Cut 1 pepper into matchstick-size strips and set aside. Coarsely chop remaining 4 pepper. Combine chopped peppers and stock in heavy large saucepan.

Place the creamy mixture ingredients in a blender and puree until smooth and creamy. Preheat a heavy 10-inch skillet over high heat to 350°, about 4 minutes. Add the onions, 1/4 cup each of the red, yellow, and green bell peppers, and 1 tablespoon plus 1 teaspoon of the seasoning mix.
